Strengthening the Foundation of Astacita in Border Areas: Head of BPS-Statistics Kepulauan Anambas Regency Supports Youth Transformation Through the Scout Movement

TAREMPA (13/04/2026) — In line with the grand vision of national development embodied in Astacita, BPS-Statistics Kepulauan Anambas Regency reaffirms its role in strengthening the quality of human resources (HR) in border areas. This commitment is marked by the participation of the Head of BPS-Statistics Kepulauan Anambas Regency, who was officially inaugurated as part of the Advisory Council Board (Mabicab) of the Kepulauan Anambas Scout Movement for the 2025–2030 term.
The inauguration ceremony was led directly by the Governor of Kepulauan Riau, Ansar Ahmad, at the Siantan Community Hall (BPMS) in Tarempa on Monday (13/04). The presence of the statistical authority within the scouting advisory structure is not merely a formality. Instead, it represents an integrative strategy to ensure that youth character development in Kepulauan Anambas Regency aligns with a data-driven (evidence-based policy) development approach.
The urgency of this effort is reinforced by population data of school-age groups (elementary to high school) in Kepulauan Anambas in 2025, reaching 4.53 thousand individuals (ages 5–9), 4.34 thousand (ages 10–14), and 4.21 thousand (ages 15–19). In the context of Astacita, this large number of students represents a strategic asset that must be prepared as the primary driver of future regional economic productivity.
In his remarks, the Governor emphasized that the Scout Movement must serve as a “kawah candradimuka” (a crucible for character building) in shaping disciplined and independent individuals. However, such independence must also be supported by tangible productivity in the economic sector. This is where the crucial role of BPS enters the youth development ecosystem.
Through the provision of accurate statistical data and indicators, BPS helps map the potentials and challenges faced by young people in archipelagic regions. This synergy aims to create more measurable scouting programs, ranging from entrepreneurship skill development to strengthening digital literacy relevant to current labor market demands.
Furthermore, the economic progress of Kepulauan Anambas Regency heavily depends on how effectively its young workforce can manage local potentials, particularly in the maritime and tourism sectors. With the active involvement of the Head of BPS in Mabicab, it is expected that there will be synchronization between scouting competency curricula and real-world data conditions. Productive youth will directly contribute to strengthening the domestic economy and improving community welfare.
This aligns with the principles of Astacita, which emphasize national self-reliance through economic independence and people-centered economic development driven by progressive young generations.
The solemn inauguration also symbolized strong inter-agency collaboration within Kepulauan Anambas Regency. Alongside the Regent of Kepulauan Anambas, Aneng, serving as Chair of Mabicab, and the Vice Regent, Raja Bayu Febri Gunadian, as Head of the Kwarcab, all members expressed their commitment to advancing the region starting from the upstream sector human development.
The strategic location of BPMS in the heart of Tarempa stands as a testament that the spirit of human resource development must resonate even in the most remote islands of the regency. This collective effort is a long-term investment to ensure that by 2030, Kepulauan Anambas Regency will have a generation of youth who are not only morally resilient but also economically capable.
For BPS-Statistics Kepulauan Anambas Regency, involvement in the Scout Movement also serves as an important channel to promote data literacy among the younger generation. A data-literate generation is one that can make informed decisions, both in business and community service.
Thus, the development envisioned in Astacita can proceed on the right track—driven by strong data and executed by outstanding youth character.
The event concluded with a shared commitment to promptly implement impactful and tangible work programs. Through this collaborative spirit, it is hoped that the Scout Movement in Kepulauan Anambas Regency will contribute significantly to transforming the regional economy through youth productivity, leading the region toward a more advanced and prosperous future.
